Criminal Operations Division

The Criminal Operations Division of the East Baton Rouge Parish Sheriff's Office encompasses the major portion of our organization. From Communications where the calls from the public are received to the Uniform Patrol Deputies who respond to them, the Criminal Operations Division is responsible for the safety and well-being of our residents.

It also includes the Detective Division, which is comprised of trained investigators, who specialize in the fields of Homicide, Forgery, Burglary, Narcotics, Juvenile Sex Crimes, and many others. Criminal Warrants and Subpoenas are handled through this division as well, as are the records of all incidents handled by the Sheriff's Office. The Sheriff's Office Administrative sections, such as Evidence, Equipment, Internal Affairs, and others are also included in this division.

Ultimately, all divisions of the Sheriff's Office fall under the guidance of the Chief Criminal Deputy.

Civil Office


· Edward "Skip" Rhorer - Chief Civil Deputy

· Iris Lott-Austin, PHD - Inmate Accounts Supervisor

· Position to be filled - Foreclosures Supervisor

· Captain Tommy Moore - Judicial Process Supervisor

· Stephin Henderson - Property and Risk, Purchasing Manager

The Civil Office of the Sheriff takes care of the financial dealings of this organization. It includes Payroll, Purchasing, Finance and Budgeting. It also controls the Fines Department which is where the court-ordered fines for criminal and traffic violations are paid, as well as the Tax Office where property taxes are paid.

The Civil Office also handles Civil Subpoenas, evictions, garnishments, seizures, and inmate accounts.

Parish Prison

· Captain Leonard Harris - Chief of Security

· Captain Cheri Leader - Chief of Investigations

In addition to regular law enforcement duties and civil duties, the East Baton Rouge Sheriff’s Office is responsible for staffing and running the Parish Prison. The East Baton Rouge Parish Prison houses all of the inmates who have been booked into jail, are awaiting trial, or have been sentenced within the 19th Judicial District jurisdiction.
