Incident: Armed Robbery

Armed Robbery within the 3700-4600 block of Victoria. On 7-2-2006 at approximately 9:30 pm, the victim was walking home from the RaceTrac located at 7174 Airline Hwy. when two b/m subjects confronted the victim on Victoria Dr. The subjects asked the victim for five dollars. The victim was in the process of giving the subjects the money when one of the subjects pulled a handgun from his waistband. The victim threw the five dollars down and fled the area. The b/m's were described as follows: b/m, dark complexion, 18-20 years of age, 6'7" tall, approx. 180 pounds, wearing a blue shirt. The second b/m, dark complexion, 18-20 years of age, 5'6" tall, approx. 150 pounds wearing a red shirt. Dy. Genola answered a call on 6/17/06 at 11620 Airline Hwy. in reference to the accused, Brandon Davis 24 year old w/m committing the crimes of simple battery, 2nd. degree battery and agg. battery. The accused on that date struck the victim, the victim's girlfriend's sister and stabbed the girlfriend's boyfriend in the back with a knife. Arrest warrants were drafted for the accused. Dy's were at the apt. complex on this date in reference to a 911 call in regard to the accused, when the Dy. made the arrest. Dy. Genola charged the accused with the prior listed offenses under file # 06-39536. The accused was booked into the parish prison.

Peeping Tom and Criminal Trespassing in the 9000 block of Deer Run. On 7-1-2006 at approximately 10:20 pm, the complainant heard a noise outside of the residence. A guest of the compl. observed the accused Jerome Collins, 31 year old b/m, looking through the window located near the entry door. The accused ran away at that point. A short while later, the compl. heard a noise on the outside of the residence, the accused was observed once again attempting to look through the compl. window. The accused, on this occasion had changed clothes from the attire he was wearing earlier. The accused was detained by the compl. guest and Dy's were notified. Sgt. Demoulin and Lt. Pollar responded to the residence. Collins was arrested and booked into the parish prison for peeping tom and criminal trespassing.

On 7-1-06 , Deputies with the East Baton Rouge Sheriffs Office S.C.A.T.TEAM conducted criminal patrols in the Gardere Lane area. Deputies made the following arrests and seizures :

1. Lemuel Jackson Jr. - (Male 49) - Arrested for No License Plate, Possession of Cocaine and Possession of Drug Paraphernalia.

2. Vaughn Ross Jr. - (Male 20) - Charged with No Seatbelt.

3. Josef Richardson - (Male 25) - Arrested for Possession of Marijuana, No D.L. on Person and Failure to Signal Turn.

4. James Mitchell - (Male 28) - Charged with No Seatbelt and No Driver's License.

5. Keisha Morris - (Female 29) - Arrested for Possession of Marijuana.

6. Ashley Gray - (Female 22) - Arrested for Possession of Marijuana, No Seatbelt and for being a Fugitive from St. James Parish.

Deputies seized approx. 11.0 grams of suspected crack cocaine with a street value of $1100.00, approx. 83.1 grams of suspected marijuana with a street value of $415.50 and one crack cocaine smoking device.

Armed Robbery at 17732 Highland Rd. location of Subway restaurant. On 7-1-2006 at approximately 9:15 am, a b/m entered the restaurant and approached the clerk. The subject pulled an unknown object from his pocket and ordered the clerk into the cooler. The clerk exited the cooler after a short period of time, unharmed. During deputy's investigation, it was discovered that the safe, cash drawer and computer was taken along with approximately $ 1600.00 dollars in cash. The robber is described as a b/m, 6'0" inches tall, thin build, wearing a dark bandana, dark baseball cap, long short sleeve white shirt. Vehicle fatality at 16533 Stoney Point Birch. On 7-1-2006, at approximately 1:15am, deputies responded to an overturned vehicle at the prior listed location. Four occupants were riding in a red Chevrolet pickup truck when the accident occurred. Two of the occupants were transported to local hospitals for moderate injuries. The third occupant remained at the scene, was treated for minor injuries and released. The driver of the vehicle, a w/m, 24 years of age was pronounced dead at the scene. The name of the deceased was not revealed pending notification of next of kin. Sgt. D. Smith, Deputies Pelletier and Lane with the Traffic Homicide Team are investigating the accident.

Armed Robbery at the intersection of Harrell's Ferry and O'Neal. On 7-1-2006, at approximately 12:01 am, the victim was approached by four b/m subjects while at the prior listed intersection. One of the subjects took a crutch and hit the victim in the facial area. The victim's cell phone, shoes and wallet containing $160.00 dollars was taken. Attempt 2nd. Degree Murder in the 2600 block of Amanda. On 7-1-2006, at approximately 12:29 am, the victim and the accused were involved in an altercation. During the altercation, the accused used a knife to stab the victim. The victim was taken to a local hospital for wounds sustained during the altercation. Deputies arrested Jevonda Andrews, b/f, d.o.b. 5/4/87 for attempted 2nd. Degree murder and resisting arrest.

4. David Crump - (Male 31) - Arrested for Possession of Marijuana.

5. Terry Huggins - (Male 26) - Arrested for P.W.I.T.D. Marijuana, Possession of Marijuana, P.W.I.T.D. Schedule II (Ecstasy), Possession of Schedule II (Ecstasy), Possession of Drug Paraphernalia, Failure to Signal Turn and No Driver's License.

6. Brittney Dangerfield - (Female 20) - Charged with No Driver's License.

Deputies seized approx. 113.2 grams of suspected marijuana with a street value of $566.00, approx. 45.8 grams of suspected cocaine with a street value of $4580.00 and 17 ecstasy pills with a street value of $340.00. Deputies also seized $700.00 in U.S. Currency.

On June 30,2006, Cliff Adam Guerra of Baton Rouge was arrested and charged with, Bank Fraud, Monetary Instrument Abuse and Felony Theft of $10,737.20. These charges were reported to the Financial Crimes Division, when a financial institution reported that Guerra has willfully and knowingly executed a scheme to defraud the financial institution of the $10,737.20.

Guerra, negotiated a stolen check and modified the check and deposited the check into his account. Guera had made several withdrawals based on the artificially inflated balance resulting in a loss to the financial institution.

Cliff Adam Guerra, was transported to the East Baton Rouge Parish Prison on the listed charges and there Booked.

On June 30, East Baton Rouge Parish Sheriff's Office "Financial Crimes" detectives Cpl Steven Kemp and Sgt Don Keller took Jeremy Brian Freeman into custody in Gonzales with the assistance from the Ascension Parish Sheriff's Office Detective Teddy Gonzales. Jeremy Freeman was arrested on an affidavit warrant for Bank Fraud, Felony Theft ($30,000.00) and Principal to Computer Fraud where he and a co-conspirator, Tiffany Rossin defrauded a local Baton Rouge area credit union. In April of 2006, Tiffany Rossin was previously arrested for similar charges. Tiffany Rossin, a former employee of the credit union, used her job position to open a fraudulent loan account in Jeremy Freeman's name. Between the two of them, there were several withdrawals and purchases debited to this fraudulent loan account, which defrauded the credit union of $30,000.00. Jeremy Freeman was booked into the Ascension Parish Jail as a Fugitive from the East Baton Rouge Sheriff's Office and was later transported to the East Baton Rouge Parish Prison where he was booked for the above stated criminal violations.

At 10:25pm this date, an armed robbery occurred at 8865 Siegen Lane, the location of Siegen Lane Car Wash. The victim was standing by his vehicle when he was approached by two black males who were armed with handguns. The black males robbed the victim of his belongings and fled the area. The suspects were possibly occupying a four door pick-up truck that was dark in color, with a hard cover over the truck bed. Latoyia Francois at 10666 Scotland Ave. Apt 27 with Probable Cause for Unauthorized Use of an Access Card as Theft ($1,053.81) and Access Device Fraud. Kizzie, Krystal, and Latoyia intentionally used checking account information belonging to another person to make an unauthorized payment towards a local Baton Rouge business without the knowledge or consent of the other person. The local Baton Rouge business incurred a total loss of approximately $1,053.81.

ISSUING WORTHLESS CHECKS ARREST

The Sheriff's Office has assigned Reserves personnel to work as detectives in the Financial Crimes Division. They are working to arrest suspects who have warrants for writing worthless checks to local merchants or individuals in East Baton Rouge Parish.

Between the dates of 06/16/06 and 06/28/06, the reserve detectives have arrested 4 suspects for issuing $9,059.43 in worthless checks. Those arrested are:

· Michael Glasser, 18333 Oaklane Dr., issuing worthless checks for $6,193.13

· Becnel Grant, 1921 Stonegate Ct., issuing worthless checks for $1,302.50

· *Mary Winfrey, 1707 Port, issuing worthless checks for $1,000.00

· Carla Bradley, 5166 Bryant, issuing worthless checks for $563.80

A month-long identity theft investigation concluded in the pre-dawn hours of Friday, June 23, 2006 when the East Baton Rouge Sheriff's Office "Financial Crimes" Division detectives and the Sheriff's Office Swat Team executed a search warrant at 8219 Skysail Avenue Apartment B, Baton Rouge, LA and the subsequent of arrest of the apartment tenant, Jeanette Lekizzy Idoshia Foucher, who was a Hurricane Katrina evacuee.

The investigation was initiated when a student from Indiana reported that a person or persons somehow obtained her personal identifiers i.e., date of birth and driver's license number, to obtain and attempt to obtain credit cards in her name. She discovered numerous inquires into her credit history and then learned that credit cards that were issued in her name were used in the Baton Rouge area.

The search yielded lists of names of individuals from outside of Louisiana along with their dates of birth and social security numbers. In some instances they even included the person's place of employment and the mother's maiden name. Those individuals are being contacted to determine if they, too, are victims of identity theft. Some credit cards, along with a list of fifty-one credit card numbers, were also found and are being checked to ascertain if they were fraudulently obtained. It was discovered that three different checking accounts were fraudulently opened. Credit reports, too, were found. Additionally, packages and invoices were found addressed to persons not residing at or connected to the Skysail address. Marijuana, Ecstasy, .45 cal Hi-Point, and drug paraphernalia were also discovered during the search.

Jeanette Foucher was arrested and booked into the East Baton Rouge Parish Prison on the following charges: Identity Theft; Computer Fraud; Access Device Fraud; Fraudulent Acquisition of Credit Cards; Felony Theft; Possession of Schedule I narcotics; and Possession of Drug Paraphernalia.

On June 28, 2006, "Financial Crimes" Division detectives Detective Michelle Thompson and Cpl. Brian Blache' arrested Quantrell Goudy of 1680 O'Neal Lane Apt. #148, Baton Rouge, LA pursuant to an Affidavit Arrest Warrant for "Unauthorized Use of an Access Card as Theft" ($4,498.28) and "Forgery". Quantrell Goudy fraudulently used a credit card belonging to another person at multiple local Baton Rouge businesses and forged the credit card owner's signature. Due to Quantrell Goudy's actions, he caused the issuing credit card company to incur a monetary loss of approximately $4,498.28.

On June 27, 2006, Kimberly Susan Buratt who was wanted by the East Baton Rouge Sheriff's Office "Financial Crimes" Division pursuant to an embezzlement investigation was apprehended in Atlanta, Georgia, by the United States Marshals' Office. The East Baton Rouge Parish Sheriff's Office, with the assistance of the U.S. Marshal's Office for the Middle District of Louisiana located and apprehended Kimberly Buratt. Kimberly Buratt was located in an apartment complex where she and a Hurricane Katrina Evacuee had just recently occupied. After having been apprehended, Kimberly Buratt was transported to the DeKalb County Jail where she was booked as a Fugitive pursuant to an affidavit arrest warrant issued by the East Baton Rouge Parish Sheriff's Office for Felony Theft (in excess of $246,454.01), Access Device Fraud, Computer Fraud, Fraudulent Acquisition of a Credit Card, Forgery, and Identity Theft. Kimberly Buratt will be extradited back to Baton Rouge for prosecution.

Deputies seized approx. 38.0 grams of suspected crack cocaine with a street value of $3800.00, approx. 36.6 grams of suspected marijuana with a street value of $183.00, one methadone pill with a street value of $20.00, and one lortab pill with a street value of $20.00. Deputies also seized $1171.00 in U.S. Currency.

The East Baton Rouge Sheriff's Office is looking for Bret Zachary, Jr., a white male, DOB 10/07/1983. On June 26, 2006 at approximately 6:30 a.m. Zachary was given a ride to the area of Joor Road and Central Park where he pulled a knife on the victim taking the victim's purse and car, leaving the victim to run to a local business.

On 6/27/06 at 2:30am, Brett Wade Zachary, Jr. turned himself in at the Sheriff's Office Central Substation, located at 13016 Gurney Rd. The accused was taken into custody, without incident, by Uniformed Deputies. Brett Wade Zachary, Jr. was booked into the East Baton Rouge Parish Prison.

Deputies are currently investigating reports of a black male, identified as Mark Gray, who has attempted to gain entry into several residences in south Baton Rouge under false pretenses. Gray is 45 years of age, stands approximately 6'2" tall, and weighs approximately 200 - 210 pounds. Baton Rouge City Police has also investigated several incidents in which Gray is a suspect in trying to gain entry into residences. Gray was arrested as a result of one of these incidents. Gray is known to frequent the Park Blvd. area of Baton Rouge, and also has recently been in the University Acres/Highland Rd. area of Baton Rouge. Residents are cautioned to call the Sheriff's Office or B.R. City Police if the below pictured individual appears at your door, attempting to gain entry with a suspicious story. Examples of his ploys are, "I need money to fix my truck, or I'm trying to get money to feed my children", etc. Gray always asks the individual answering the door to open the door. On June 26, 2006, Percy Moore of 57940 Center Street, Plaquemine, LA was arrested by the Iberville Parish Sheriff's Office upon the request of East Baton Rouge Sheriff's Office "Financial Crimes" Division Cpl. Frank Panepinto in regards to an affidavit arrest warrant charging Percy Moore for having committed "Bank Fraud" (2 counts) and "Theft". This affidavit arrest warrant was pursuant to an investigation that Cpl. Frank Panepinto had investigated on behalf of a local Baton Rouge area bank who reported that Percy Moore had fraudulently inflated the funds in his bank account and later withdrew the funds from the account therefore causing the bank to sustain a $1,532.25 monetary loss.

Percy Moore also had eleven (11) active affidavit arrest warrants, which were issued by the East Baton Rouge Parish "District Attorney's Office, for his arrest pursuant to checks that he had previously issued to different Baton Rouge area merchants. By issuing these eleven checks to the Baton Rouge area merchants, he caused them to suffer a combined loss of $834.84.

After having been arrested, it was learned that the Collin County Sheriff's Office in McKinney, Texas also wanted Percy Moore pursuant to an affidavit arrest warrant for "Forgery".

Continuing their investigation into the theft of a utilty trailer and several items of lawn equipment on the trailer at the time of its theft, which occurred on June 5, 2006, at 7707 Hanks Dr., Auto Theft Detectives, Lt. Brent Callender and Cpl. Lann Wolf located and recovered the trailer and all of the stolen equipment. The 5ft.x 10ft. trailer contained a Scag 48 inch walk behind mower, Husqvarna push mower, Stihl hedge trimmer, Shindaiwa back pack blower, Stihl stick hedger and Shindaiwa weed eater, all items having a total value of approximately $7500.00. The abandoned trailer and equipment were recovered at 3535 Mohican Dr. The recovered equipment was released to Farm Bureau Insurance who had already made payment on the stolen items. Auto Theft Detectives had previously made an arrest concerning the stolen equipment.

On Monday, June 26, 2006, the East Baton Rouge Sheriff's Office Narcotics Division concluded an investigation into the distribution of cocaine and possession of weapons within East Baton Rouge Parish. The investigation culminated with the seizure of two ounces of cocaine, ten doses of Methadone, one Smith & Wesson Model 645 .45 caliber handgun, one Bushmaster AR-15 assault rifle and $22,161.00 in U.S. currency from drug proceeds. Wilbert Shelton B/M (08/18/1977) of 7052 Perkins, Perkins Place Apartments, Baton Rouge, LA was the target of the investigation and was found to be in violation of Possession with Intent to Distribute Cocaine in excess of twenty eight grams, Distribution of Cocaine, Illegal Carrying of a Weapon, and Possession with intent to distribute Methadone. Shelton was subsequently booked into East Baton Rouge Parish Prison for the above listed charges.

On 6-26-06 , Deputies with the S.C.A.T.TEAM and Narcotics Division conducted criminal patrols in the Glen Oaks area. Deputies made the following arrests and seizures :

1. Gerald Tate - (Male 18) - Arrested for Possession of Marijuana and Contributing to the Delinquency of a Juvenile.

2. "Juvenile" - (Male 16) - Arrested for Possession of Marijuana.

3. George Jacobs - (Male 23) - Arrested for Possession of Marijuana.

4. Kyle Mack - (Male 17) - Arrested for Drinking in a Motor Vehicle, Possession of Marijuana, Urinating in Public.

Deputies seized approx. 43.0 grams of suspected marijuana with a street value of $215.00.

Conducting an investigation into burglaries of offices of the Women's Clinic located at the EKL Medical Center, 5825 Airline Hwy., Sgt. Ken Jackson of the Armed Robbery and Burglary Division on June 23, 2006, charged one Carl Patrick Johnson, black male, DOB: 11/17/65 of 318 Bon Crest Ave. with 4 cts. Simple Burglary of a Pharmacy, 4 cts. Simple Criminal Damage to Property and 3 cts. of Theft.

Sgt. Jackson was investigating burglaries which occurred on June 20, 2006, file # 06-40256, June 11, 2006, file # 06-38081, May 25, 2006, file # 06-33766, and April 24, 2006, file # 06-26003.

Carl Johnson was already incarcerated at the East Baton Rouge Parish Prison when Sgt. Jackson added the aforementioned charges. Johnson had been booked into Parish Prison on June 23, 2006, on outstanding warrants for attempted Armed Robbery, burglary (BRPD) and an outstanding burglary warrant from Petersburg, Virginia.

At approximately 3:40am of Saturday, June 24,2006, Detective Lt. Ricky Klug observed a 2006 Honda Accord, silver in color, matching the description of the one involved in several Armed Robberies and Attempt Armed Robberies in the southeast portion of East Baton Rouge Parish during the previous week. A vehicle fitting this description had been pursued by law enforcement officers during the early morning hours of Sunday, June 18, 2006, after two black males robbed a female at the ATM machine of the Chase Bank, 4520 S. Sherwood Forest Blvd. The suspects eluded deputies and police during this pursuit and were last seen in the College Dr./ Corporate Blvd. area.

Lt. Klug stopped the vehicle near Airline Hwy. and Old Jefferson Hwy. Lt. Klug was immediately assisted by several members of the Armed Robbery and Burglary Division (A.R.A.B.) and Auto Theft Division. The ensuing investigation resulted in the two occupants of the vehicle being charged with 2 cts. Armed Robbery, 2 cts. Attempt Armed Robbery, Attempt Simple Robbery, and Illegal Possession of Stolen Things. The 2006 Honda Accord which the two occupied was reported stolen to the Baton Rouge Police Department under their file #20860-06, the vehicle having been stolen from Richard's Honda on Florida Blvd.

The two suspects who were booked into the East Baton Rouge Parish Prison were identified as St. Julian Jarel Baranco, black male, DOB: 9/15/84 of 4667 Wilmot St.and Jonathan Howard, black male, DOB: 9/23/83 of 2936 Greenwell St.

The offenses included the robbery of the individual at Chase Bank on 6/18/06, EBRSO file # 06-39802, the armed robbery of an individual at 9771 Jefferson Hwy. on 6/17/06, file # 06-39529, the attempt armed robbery of a female in the parking lot of her apartment on Old Hammond Hwy. during the early morning hours of 6/17/06, file # 06-39546, the attempt armed robbery of an individual in the 11300 block of Coursey Blvd. during the early morning hours of 6/17/06, file # 06-39530 and the attempt Simple Robbery of an individual in his place of business in the 700 block of O'Neal Ln, this too occurring during the early morning hours of 6/17/06, file # 06-39541. The two were also charged with the possession of the stolen Honda Accord.

Continuing their investigation, Armed Robbery and Auto Theft Detectives of the Sheriff's Office recovered a stolen 2002 Type S Jaguar at the residence of Ronald Tyrone Alex, black male, DOB: 11/09/78 of 5146 Wilmot St. The Jaguar had been reported stolen to the Baton Rouge Police Department, the vehicle having been taken during the course of a Carjacking. Ronald Alex was subsequently booked into the East Baton Rouge Parish Prison charged with Illegal Possession of Stolen Things.

Sheriff's Detectives are continuing their investigation into the activities of the aforementioned individuals and all information has been supplied to BRPD Armed Robbery and Auto Theft Detectives to assist them with any currently unresolved offenses for which these individuals might be responsible.

A burglary occurred at 2100 Groom Road on 06/23/06 between the hours of 2:00pm and 10:30pm, when the resident returned home, to find that his trailer had been entered by an unknown subject(s), where several items were stolen. This investigation was initiated by Cpl. K. LeBaron of Scotlandville Sub-Station. On June 25, 2006, at approximately 11:02pm, an armed robbery occurred at 9448 Greenwell Springs Rd, the location of Kentucky Fried Chicken. After closing the store, the manager was confronted by an armed assailant in the parking lot. The armed assailant directed the manager to return to the business, at which time an armed robbery was committed. After the robbery, the assailant fled the area. The individual responsible for committing the armed robbery is described as follows: Black Male, approximately 5'10"/11" tall, slim build, low haircut, wearing a blue long-sleeve sweatshirt and bandanna around his face.
