Office of the Chief Civil Deputy

The Chief Civil Deputy reports to the Sheriff and is responsible for the operations of the Civil Office. In keeping with these duties and responsibilities, the position is held by an individual with significant experience in the operations of government.

Tax Office

The Tax Office collects about $300 million annually in property taxes for East Baton Rouge Parish. Each month, these taxes are disbursed to the various parish taxing bodies such as the School Board, Assessor, Clerk of Court, BREC, City/Parish, and Fire Districts.

In addition, the tax office collects all criminal and traffic fines for the 19th Judicial District, and remits these amounts to the courts and appropriate agencies on a monthly basis.

Finance and Budget Office

As the name implies, the Finance and Budget Office is responsible for the finance and budget functions of the Sheriff's office. The office prepares annual budgets in accordance with state law, and monitors compliance with budget appropriations.

All financial accounting and reporting for the Sheriff's office is performed through the Finance and Budget Office. The payroll, accounts payable, and accounts receivable functions, as well as grant reporting and fixed asset accounting are also handled through this office.

To meet these responsibilities, the office is supervised by the Comptroller who oversee these various functions.

Purchasing Department

The Purchasing Department is responsible for the purchase of equipment, materials and supplies for the operations of the Sheriff's office. Examples include patrol vehicles, computer equipment, weapons, other law enforcement equipment, and food and clothing for inmates housed in the parish prison.

These purchases are made in accordance with state procurement laws, and frequently involve the use of a competitive bid process. Vendors are encouraged to participate in the bid process and may obtain further information by contacting the Purchasing Department at 225-389-4833.

The Purchasing Department is also responsible for contracting for property and casualty, liability, and automobile insurance. Claims on these policies are processed and monitored through this department.

Civil Bookkeeping / Bonds / Garnishments

The Civil Bookkeeping Office is composed of three sections: Civil Suits, Garnishments, and Cash Bonds.

The Civil Suits and Garnishment Sections are responsible for collecting, recording, and disbursing the funds associated with foreclosure sales and garnishments. These sections may also serve as the custodian of certain moveable properties under seizure in civil suits.

The Cash Bond Section maintains the records and serves as custodian of cash bonds posted by defendants in criminal cases for the 19th Judicial District.

Judicial Process Department

The Judicial Process Department is responsible for the service of civil and criminal subpoenas, temporary restraining orders, and other judicial process in the Parish of East Baton Rouge. The department utilizes technology which allows users to access the service status of each process via the internet. This information may be viewed using our Online Civil Process and Foreclosure System, and is updated immediately as data is entered into the department's computer system.

Foreclosure Department

The Foreclosure Department is responsible for the seizure and sale of real and moveable properties in accordance with writs of seizure directed to the Sheriff's office. Such writs may result from foreclosure proceedings, monetary judgments, and other actions of the courts.

Sheriff's sales are conducted by this department each Wednesday at 10:00AM in the lobby of the Governmental Building at 222 St. Louis Street, Baton Rouge, LA. The sales alternate weekly between those for real and moveable properties.

The activities of the Foreclosure Department may also be viewed online with the Online Civil Process and Foreclosure System. The site contains listings of properties to be offered at Sheriff's sale. Photos of these properties are posted online when available.

Inmate Accounts Department

The Inmate Accounts Department is located at the East Baton Rouge Parish Prison and handles financial transactions for the approximately 1,500 inmates incarcerated there.

Cash in the possession of prisoners when they are booked, as well as subsequent receipts from family members and others are maintained in accounts on behalf of the inmates. Disbursements are made from these accounts to pay charges for medical care and other essentials provided to the inmates.

Inmates may utilize funds on deposit for the purchase of items through the prison commissary. The Inmate Accounts Department is responsible for processing these transactions and for maintaining the inventory system for the commissary.
