Major Les Rainey, Chief of Uniform Patrol, has served with the office for the past 30 years in various positions in Uniform Patrol. While serving he initiated the first use of Laser Mapping for crime scenes dealing with death investigations, and he has extensive knowledge with operations, leadership, emergency management, uniform patrol, traffic and community relations. Prior to becoming Chief of Uniform Patrol, Major Rainey served as Kleinpeter Substation Commander for 6 years. He also graduated from the Attorney General’s Command College, Louisiana Community Policing Institute and LSU Law Enforcement Institute. He served in the United States Army and Military Police. He has just successfully completed the FBI National Academy.

The East Baton Rouge Parish Sheriff's Office maintains 5 Substations to provide coverage for all areas of the parish. Four shifts at each Substation maintain 24 hour a day patrol protection. The Deputies of Uniform Patrol respond to criminal complaints which are called in through our Communications Division. When not answering these calls, they patrol the business and residential areas of the community to deter and detect any criminal activities.

Captain Tonola Blakes, Commander over Burbank Substation, has served the Sheriff’s Office for more than 20 years. She has served in Communications, D.A.R.E., General Detectives and Uniform Patrol. In Uniform Patrol, she worked her way up to becoming the first-ever African-American female Substation Commander. She has extensive training in Public Safety and various areas of investigations, and she has received numerous commendations and honors. Her areas of expertise include Forensic Interviewing, Crisis/Hostage Negotiation, Juvenile Policy and Procedures and Dignitary Protection. She also was a member of the multi-agency EBR Child Death Investigation Board, member of the committee to implement the first EBR Child Advocacy Center and a member of the Serial Killer Task Force for Derrick Todd Lee.
Burbank Substation opened in April 2005 and is located in the Burbank Crossing Shopping Center at 9313 Burbank Drive. There are approximately 40 Deputies assigned, that include Patrol, Traffic, Clerical and Communications personnel. Patrol Deputy's answer all calls west of Perkins Road and average 1000 calls for service per month.

Captain Don Strickland, commander over Central Substation, joined the East Baton Rouge Parish Sheriff's Office in 1982 and was assigned to Central Booking. In 1984 he attended the Louisiana State Police Basic Academy and upon graduation transferred to Uniform Patrol. In 1985 he served as a Detective in General Investigations. There he rose through the ranks until May of 2000 he was promoted to Captain and took command of that division. In 2004 he transferred to commander over the Reserve Division, Warrants, and Deputies assigned to the Coroner. In 2007 he commanded of the Zachary-Pride Substation, before transferring in January of 2009 to command of Central Substation.
Central Substation was built in November of 1978, Deputies are dedicated to protect and serve the Central area along with the entire parish, and these deputies answer all calls promptly, courteously, and professionally.
The area of protection is boundaries by Florida Boulevard to the south, the Amite River to the east, Plank Road to the west, and the East Feliciana/St. Helena parish lines to the north covering over 110 square miles. Central Substation operates with 30 uniformed Deputies, 1 clerical position, four shifts (each consisting of 7 Deputies), and a reserve roster of approximately 15 reserves.

Captain Steven Young, commander over Kleinpeter Substation, has served with the East Baton Rouge Sheriff’s Office since 1992 in various positions in Corrections and Uniform Patrol. He was named Deputy of the Month in January 1994 while assigned to Parish Prison. That year he received certification from the LSU Basic Training Academy before being assigned to Kleinpeter Substation. There, he worked his way up through the ranks until being promoted Captain in February 2008. Captain Young also served as a Field Training Officer prior to being promoted to Sergeant, where most of his deputies trained are no serving as supervisors and in various specialized divisions. Throughout his 15 years at Kleinpeter he has received numerous commendations and letters of thanks from the public. He was the recipient of the Public Service Award in 2007 from the Sunrise Rotary Club of Baton Rouge
Kleinpeter Substation is located in the southern portion of East Baton Rouge Parish. Geographically boundaried by the Mississippi River to the west, the Amite River to the East, Florida Boulevard to the north, and the Ascension/ Iberville parish lines to the south, Kleinpeter Deputies provide coverage to the largest and most heavily populated areas of the parish.
The actual patrol area covers an area of approximately 80 square miles and has an area resident population of approximately 100,000.
The Kleinpeter Substation operates with 80 uniformed deputies, three clerical positions, four shifts (each consisting of 13 deputies), and a reserve roster of approximately 30 reserves.

Captain Frederick L. Thomas has been in the field of Law Enforcement with the East Baton Rouge Parish Sheriff’s Office for the past 20 years. Captain Thomas joined the Sheriff’s Office after receiving his Bachelor’s Degree in Criminal Justice from Grambling State University in 1989. Captain Thomas’ career at the office spans from Corrections to Uniform Patrol. In February of 2008, Captain Thomas was promoted to the rank of Captain and assigned to command over Scotlandville Substation. Currently, Captain Thomas is an active member of Omega Psi Phi, Fraternity Inc. and a member of the Louisiana National Guard serving as a platoon Sergeant assigned to 256th HHC BSTB. Captain Thomas is also a combat veteran serving his country in support of “Operation Iraqi Freedom.” Captain Thomas is a father of two and a member of Living Faith Christian Center.
Scotlandville Substation was established in 1974, to service the northern portion of the parish, which covers roughly 75 square miles. The boundaries are from Plank Road to the east, the Mississippi River to the west, Florida Boulevard to the south, and the East Feliciana parish line to the north. The Sub-Station is also located in the heart of Scotlandville, which houses Southern University (www.subr.edu), one of the two major universities in Baton Rouge.
Scotlandville Sub-Station is composed of 1 Commander, 1 Secretary, 16 uniformed Deputies, consisting of 4 shifts with 4 Deputies per shift. The Sub-Station also has 14 Reserve Deputies that periodically patrol to help assist with the increased number of calls, which is estimated to be around 650 calls per month.
The Deputies are responsible for answering calls in a prompt and professional manner when called upon. Deputies also assist the Warrant Division with issuing misdemeanor and felony warrants that are issued within the zoned area. The number of warrants served is estimated to be 300 warrants per month, resulting in the capture and booking of some of Baton Rouge's most wanted criminals. Due to the recent catastrophe of Hurricane Katrina, the FEMA trailer park (Renaissance Village) has been located within the Sub-Stations patrol area. The Deputies are responsible for making periodic checks on the park, to insure that all residents and FEMA property are safe and secure.

Captain Robert Stone, Traffic Commander, has served with the Sheriff’s Office since 1990. He has served in many divisions including Corrections, Narcotics, Uniform Patrol and Traffic. He also currently serves as Bomb Squad Commander and a member of the Haz-Mat Team. Captain Stone has been assigned to many task forces including Traffic Fatality Team, SWAT, Dignitary Protection and Honor Guard. He teaches in many capacities such as In Service, Corrections and CARTA and has numerous certifications in Instruction, Traffic and Explosives/Hazardous Materials.
Traffic Division of the East Baton Rouge Sheriff's Office is dedicated in enforcing all traffic laws for the safety of all citizens and motorists of the parish. It is also dedicated to submit timely and accurate data for research and safety planning for further projects.
The Traffic Section is composed of twelve full-time and four reserve deputies who work in conjunction with Central, Kleinpeter and Scotlandville substations on all criminal calls within the parish.
Traffic Division Responsibilities
- Parade Permit Issuance - for all parades outside of the city limits
- Hit & Run Investigations - public roadways and private property
- Traffic Crash Investigation - on all parish roadways and private property
- Traffic Homicide Unit - Four deputies are certified crash recontructionist and are on 24 hour call, investigating all traffic crashes that result in major injuries or death.

Motorcycle Section
Deputies are assigned a motorcycle within the Traffic Section and must complete a rigorous certified motorcycle course prior to patrolling on a motorcycle. Motorcycle deputies escort funeral processions and dignitaries such as the President of the United States, Vice President and others while they are in the Baton Rouge area.

Captain Richard Harris, Zachary Substation Commander, has served the Sheriff’s Office since 1984. He has served in Corrections and Uniform Patrol at Central and Zachary Substations. He successfully completed the LSU Basic Academy and LSU Law Institute Academy. He worked his way up through the ranks until becoming Zachary Substation Commander.
Zachary-Plains Substation opened mid-January 2009, at 2060 Church Street, Suite D, upon relocating the Zachary-Pride Substation. Zachary-Pride Sub originated on March 22, 2007, at 20021 Tucker Road, Zachary, LA.
The Zachary-Plains Substation continues the mission of the Zachary-Pride Substation in that it provides a timely response to calls in the sector, which includes the Pride-Baywood area.
The Reserve Division maintains housing at the Zachary-Plains Substation. There are approximately 90 Reserve Deputies who are assigned to either Uniform Patrol at a substation or in other specialized divisions. Reserves serve by donating their time to help make E.B.R. Parish and its communities safe for all.
Business hours are Monday - Friday, 8:00 a.m. until 4:30 p.m. Citizens are welcomed to walk-in for assistance.
