Major Ron Boucher, Chief of Detectives, has worked with the office since November of 1988, beginning his career assigned to Parish Prison. In his years of service he has worked in the Narcotics Division, Metro Division, General Investigations Division, and Armed Robbery and Burglary Division. Captain Bryan White serves as the Commander of the General Investigations Division which includes Detectives and Sex Offender Registration. He has spent 30 years serving with the East Baton Rouge Sheriff's Office, twenty-two as a full time employee and eight as a Reserve Deputy. He has worked in numerous divisions including, Communications, Uniform Patrol, Narcotics, General Investigations, and Transportation. During his tenure at the Sheriff's Office, Captain White has served on two separate multi-agency task forces, one a Joint Homicide Investigation Task Force, the other was responsible for organizing and sponsoring a statewide educational conference for Sexual Predator investigators. Captain White also supervises five investigators assigned to assist with the La. Department of Justice Internet Child Predator Task Force.
General Investigations
The General Investigations Division currently has 28 positions within the division structure. The division is divided into four shifts, sex offender registration unit, one investigator assigned to the Repeat Offender Prosecution Enhancement program, and includes command and support staff. Detectives from this division are responsible for investigating a wide array of violent crimes. These include but are not limited to rapes, sexual assaults against minor children, juvenile crimes, kidnapping, large internal thefts, attempted homicides, and other violent felonies. The division is also responsible for the registration and monitoring of all registered sex offenders in East Baton Rouge Parish, to ensure that they are in compliance with all registration requirements. General Investigations also works closely with other divisions throughout the office for investigation enhancement. As a result of these investigations, detectives in the General Investigations Unit work closely with other agencies both local and federal. Some of these agencies include the La. Attorney General’s Office, the District Attorney’s Office, the Stop Rape Crisis Center, and the Children’s Advocacy Center

Captain Ben Odom Sr. serves as commander over the first-ever EBRSO Homicide division. Captain Odom attended LSU and La. Tech. before joining the USMC. In 1976 he began working an officer with the Baton Rouge Police Department and served in Uniform Patrol, Sex Crimes, Narcotics, General Detectives and Homicide. He also worked SWAT for 17 years. He worked homicides for 18 years before retiring. He rejoined EBRSO in 2008 and helped establish the Homicide Division for Sheriff Gautreaux. He graduated from the FBI National Academy in 1997, and is a member of other numerous professional organizations. Captain Odom has been married to his wife, BRPD LT. Caroline Odom, for 28 years, and he has two children.
Homicide
Sheriff Sid Gautreaux formed EBRSO’s first ever homicide unit in 2008 to meet the demand for specialized investigation techniques required to work homicides. The unit allows the five homicide detectives, trained and experienced in working these cases, to spend the time needed to be meticulous in their attention to detail in order to solve a case and bring a criminal to justice.
The unit has three primary goals: bring perpetrators to justice, give closure to victims’ families and the community and reduce the number of homicides committed. Having this specialized division committed solely to homicide cases increases the likelihood of solving a case. In doing so, EBRSO can bring the perpetrator to justice and prevent them from committing other acts of violence.
Unsolved cases can haunt the victim’s family and the community. When a case is solved, EBRSO hopes in some small way to give closure to victims’ families and to the community. Finally, by working with the prosecutors and others, solving cases and putting perpetrators behind bars, the division seeks to act as a deterrent and reduce the number of homicides committed. Since the unit’s inception, homicides for EBRSO have decreased and clearance rates have increased. For 2008, the unit had an 89% clearance rate, which is significantly higher than the 61% national clearance rate.

Armed Robbery and Burglary
The Armed Robbery and Burglary Division is comprised of experienced, veteran personnel who examine and assess each and every burglary and armed robbery reported to the East Baton Rouge Parish Sheriff's Office. Cases with follow-up potential are immediately acted upon and accurate, timely intelligence, as a result of the daily examination of reports, is disseminated to all necessary personnel.
To combat the problems of burglary and armed robbery, it is the policy of the Armed Robbery and Burglary Division to go "proactive" in areas of increased burglary/armed robbery activity. This often includes long hours of daytime or nighttime surveillance by highly trained detectives who meld into their surroundings.
Also operating under the "umbrella" of the Armed Robbery and Burglary. Division is the Pawn Shop section. The Pawn Shop detective works with members of the Armed Robbery and Burglary Section to assist in resolving both burglaries and armed robberies by the recovery of previously stolen items as they are sold or pawned to area pawn shops.
The investigators of the Armed Robbery and Burglary section work closely with all divisions of the East Baton Rouge Parish Sheriff's Office and also with personnel of surrounding law enforcement agencies at the local, state and federal levels.

Captain Brent Callender serves as the Commander of the Auto Theft Division for the East Baton Rouge Sheriff's Office. He has served in this capacity since the inception of the Auto Theft Division in January 2001 and played an integral part in the formation of this division. Captain Callender began his career with the Sheriff's Office in 1983 as a correctional officer. Prior to his assuming command of Auto Theft, he worked in various division of the Sheriff's Office including working at the Downtown Jail, in Uniform Patrol, and in Armed Robbery and Burglary. He has attended numerous schools across the country specializing in Auto Theft and has attained many accreditations including certification from the LSU Law Enforcement Institute. He is an active member of the International Association of Vehicle Theft Investigators.
Auto Theft
The primary goal of the Auto Theft Division is to recover stolen vehicles and arrest auto theft suspects. We also strive to investigate cases in a timely manner, obtain successful prosecution, and educate the public in reference to auto theft prevention. Auto Theft detectives examine and assess each reported theft of motor vehicles, marine type vehicles, recreational vehicles, and motorized construction equipment. Reported thefts with follow-up potential are immediately acted upon and information developed pertaining to other crimes is forwarded to the appropriate detective division. The Auto Theft Division also conducts operations to disrupt and dismantle Auto Theft rings, by performing periodic inspections of Salvage Yards, Body Shops and Independent Auto Dealers.
Auto Theft detectives work closely with all divisions of the East Baton Rouge Parish Sheriff's Office along with personnel of surrounding law enforcement agencies at the local, state, and federal levels. The Auto Theft Division accepts information from any anonymous source or the caller may leave sufficient information to be contacted by a Detective. All information is held in strict confidence and will not be divulged. Vehicle theft is the costliest crime in the world today and impacts more citizens than any other offense encountered by law enforcement.

Captain Lee “Tommy” Rice, Commander of the Financial Crimes Division, began his career in law enforcement with the Baton Rouge Police Department in 1983. He later joined the East Baton Rouge Parish Sheriff's Office in March of 1985. Since joining the Sheriff's Office he has served at the Parish Prison, Uniform Patrol, and in the General Detectives division. Captain Rice has commanded the Financial Crimes Division, General Investigations, Metro Division, and has served in the capacity of night supervisor. Captain Rice was also directly involved in the reorganization of the evidence room, the motor pool, and has participated in high profile investigations such as the Derek Todd Lee serial killer task force as the command center supervisor. Captain Rice has served in the Sheriff Office special weapons and tactics team as entry team leader, lead sniper, and as the overall SWAT team commander. He is also a veteran of the United States Navy and graduated from the FBI National Academy. He was married for 33 years to his late wife Michell, and has two daughters.
Financial Crimes
The primary responsibility of the Financial Crimes Division is to investigate identity thefts, counterfeiting, forgeries, bank frauds, felony thefts, and computer related crimes. In 2007, the Financial Crimes Division investigated thefts and frauds totaling nearly $3,000,000.00. These types of crimes affect individuals, banks, and businesses equally.
In addition to being the primary investigators for thefts and frauds, Financial Crimes detectives play a support role in other criminal investigations by conducting forensic analysis of computers that were seized as evidence by all other divisions of the Sheriff's Office. Computer forensic examinations may be required on a variety of cases ranging from embezzlements and counterfeiting to missing persons and child pornography.
Detectives in the Financial Crimes Division receive training in financial and computer related crimes from the Federal Law Enforcement Training Center, from the National White Collar Crime Center, and from other state and local sources. Training programs cover topics including financial fraud, computer data recovery, questioned document analysis, fingerprint identification, and interview and interrogation techniques.
The secondary responsibilities of the Financial Crimes Division include Homeland Security, Dignitary Protection, and Intelligence & Threat Assessment. When functioning in this capacity, Detectives assist in maintaining the safety and security of critical infrastructures within the parish and protect local and visiting dignitaries or other high profile persons.
The Financial Crimes Division works closely with federal agencies including Secret Service, FBI, Social Security, and Customs. The Sheriff's Office maintains task forces and working groups with several of these agencies. These relationships play an important part in carrying out the primary and secondary responsibilities of the division.

Captain Troy Mims serves as the Commander of the Narcotics Division. He began his career with the Sheriff’s Office in September of 1988, after graduating from the LSU Basic Academy. In his years of service to the office, he has worked in numerous divisions including, the Warrant Division, Investigations at the parish prison, and Judicial Process. He is a 1984 graduate of Clinton High School and attended Grambling State University. He also attended the U.S. Marshal’s Academy in 2002, and he recently attended Narcotics Commander Training in California.
The mission of the East Baton Rouge Parish Sheriff's Narcotics Division is to identify significant sources of illegal drugs in and to East Baton Rouge Parish, then develop prosecutable criminal cases against those sources.
The Agents assigned to the Narcotics Division of the Sheriff's Office are assigned a wide range of tasks that include covert operations, street level enforcement, long term investigations of significant drug offenders, investigations in conjunction with the DEA, highway interdiction, undercover investigations, covert audio and video surveillance.
Agents of the East Baton Rouge Parish Sheriff's Narcotics Section are selected for positions as Narcotics Agents from the ranks of Commissioned East Baton Rouge Sheriff's Deputies. Once selected, Agents receive in-service training covering topics pertinent to search and seizure, warrant composition, informant management, interview and interrogation, surveillance techniques, and additional applicable topics.
The Agents of the Sheriff's Narcotics Division commonly seize the following types of Illegal Drugs:
- Cocaine (both in powder and rock [crack] form)
- Marijuana
- Methamphetamine
- MDMA (Exctasy)
- Rohypnal (sedative illegally imported from Mexico)
- Anabolic Steroids
- Valium
- GHB (Gamma-hydroxybutyrate)
- Heroin
The Narcotics Division of the Sheriff's Office accepts information from anonymous sources, or the caller may leave sufficient information to be contacted by an Agent. All information regarding reporting persons is held in strict confidence, and will not be divulged to any party.
The Narcotics Division also has one Deputy assigned to maintain the Sheriff's Office Frequent/Multiple Offender Program. The goal of this program is to ensure that the Sheriff's Office and the District Attorney's Office work together, with the common goal of removing repeat criminal offenders from our streets.
This program tracks the status of criminal court cases of persons which meet the criteria established by the Sheriff's Office, to be included in our Frequent/Multiple Offender Program. The assigned deputy coordinates between all of the criminal divisions in the Sheriff's Office, and acts as a liaison between the Sheriff's Office and the District Attorney's Office in monitoring the court cases of frequent/multiple offenders.

Captain Kenny Kwan, Commander over Crime Scene, has served the Sheriff’s Office for more than 20 years. Captain Kwan, a native of Hong Kong, has served in Corrections and various Criminal Divisions. He is a member of the La. Association of Scientific Crime Investigators, and has received numerous awards including the 1997 Above & Beyond Excellence In Local Law Enforcement and Appointment to Honorary Mayor-President by Mayor McHugh in 1999. He has extensive training in evidence collection and preservation, forensic photography and all areas of crime scene investigation. He also has training in fingerprint identification, street survival and hazardous materials collection.
Crime Scene
The Crime Scene Division is a well-equipped, highly trained group of professionals responsible for processing all major scenes such as Homicides, Robberies, Sex Crimes, Questionable Deaths and any crime or incident resulting in serious bodily injuries. On-scene investigation includes photography, videotaping, scene sketches, evidence processing and evidence collection.
Off-scene duties include taking custody and control of the evidence prior to its being placed into the Evidence Room. The crime scene investigators are responsible for processing evidence collected by Uniform Patrol deputies and submitted to the Crime Scene Division for latent print processing. Crime Scene Investigators are also responsible for keeping up-to-date on procedures and new developments in collecting and processing evidence.
The Crime Scene Division currently consists of five personnel. Captain Kenny Kwan heads up the division as Administrator/Supervisor and is responsible for keeping track of all equipment, supplies and training. He also serves in the role of investigation when needed.
