Stephen “Steve” Hymel was appointed Chief Civil Deputy in March 2008.  He came to the Department after serving several years in the Louisiana Department of Public Safety; first as the Undersecretary for Management and Finance and later as the State’s Commissioner of the Office of Motor Vehicles.  Prior to that, Steve served as the Undersecretary for Management and Finance for the Louisiana Department of Revenue.   As Chief Civil Deputy, Mr. Hymel is responsible for several Sections:  Property Tax and Fines Collection; Accounting & Budget; Purchasing & Asset/Risk Management; Judicial Process Service; Foreclosures & Bankruptcy; and Garnishments and Bonds.

Chief Civil Deputy reports to the Sheriff and is responsible for the operations of the Civil Office. In keeping with these duties and responsibilities, the position is held by an individual with significant experience in the operations of government.

Clara Duhon, has served as Comptroller since March 2002, after joining the Sheriff’s Office in August 2000 as Tax Director.  As Comptroller, her responsibilities include preparation and monitoring of the budget and overseeing the annual financial audit, as well as supervising personnel specializing in payroll, accounts payable, accounts receivable, inmate accounts, federal and state grant compliance, and all financial accounting issues for the Sheriff’s Office.  Before joining the Sheriff’s Office, Ms. Duhon worked in the public accounting sector for over seven years, specializing in the auditing governmental of entities.

 

Finance and Budget
As the name implies, the Finance and Budget Office is responsible for the finance and budget functions of the Sheriff's office. The office prepares annual budgets in accordance with state law, and monitors compliance with budget appropriations.

All financial accounting and reporting for the Sheriff's office is performed through the Finance and Budget Office. The payroll, accounts payable, and accounts receivable functions, as well as grant reporting and fixed asset accounting are also handled through this office.

To meet these responsibilities, the office is supervised by the Comptroller who oversee these various functions.

 

 

Purchasing Department


Purchasing
The Purchasing Department is responsible for the purchase of equipment, materials and supplies for the operations of the Sheriff's office. Examples include patrol vehicles, computer equipment, weapons, other law enforcement equipment, and food and clothing for inmates housed in the parish prison.

These purchases are made in accordance with state procurement laws, and frequently involve the use of a competitive bid process. Vendors are encouraged to participate in the bid process and may obtain further information by contacting the Purchasing Department at 225-389-4833.

The Purchasing Department is also responsible for contracting for property and casualty, liability, and automobile insurance. Claims on these policies are processed and monitored through this department.

Lynette P. Moran was hired in 1977 to the East Baton Rouge Parish Sheriff's Office.  She worked in the Property Tax Division for several years before being transferred to become the Civil Bookkeeper for the Civil Division.  She also became Supervisor of the Civil Bookkeeping, Garnishment and Cash Bonds when they became one Department.  She has been the Supervisor of this Department for the past 20 years.

Civil Bookkeeping Office
The Civil Bookkeeping Office is composed of three sections: Civil Suits, Garnishments, and Cash Bonds.

The Civil Suits and Garnishment Sections are responsible for collecting, recording, and disbursing the funds associated with foreclosure sales and garnishments. These sections may also serve as the custodian of certain moveable properties under seizure in civil suits.

The Cash Bond Section maintains the records and serves as custodian of cash bonds posted by defendants in criminal cases for the 19th Judicial District.

The Judicial Process Department is responsible for the service of civil and criminal subpoenas, temporary restraining orders, and other judicial process in the Parish of East Baton Rouge. The department utilizes technology which allows users to access the service status of each process via the internet. This information may be viewed using our Online Civil Process and Foreclosure System, and is updated immediately as data is entered into the department's computer system.

Deputy Elaine McBroom supervises Foreclosure and Judicial Process. She has served in law enforcement since 1982 where she began her career with the Lafayette Sheriff’s Office in the Foreclosure Division.  Prior to full-time employment, she was a Reserve

deputy, and one of the first females assigned to uniform patrol and the rescue squad. She began with the East Baton Rouge Sheriff’s Office in 2000.   She supervises the seizure and sales of moveable and real estate properties, in accordance with court orders directed to the Sheriff's Department. She also supervises the input of civil and criminal subpoenas, temporary restraining orders etc., for East Baton Rouge Parish, and other jurisdictions in Louisiana and throughout the United States.

 

Foreclosure Department
The Foreclosure Department is responsible for the seizure and sale of real and moveable properties in accordance with writs of seizure directed to the Sheriff's office. Such writs may result from foreclosure proceedings, monetary judgments, and other actions of the courts.

Sheriff's sales are conducted by this department each Wednesday at 10:00AM in the lobby of the Governmental Building at 222 St. Louis Street, Baton Rouge, LA. The sales alternate weekly between those for real and moveable properties.

The activities of the Foreclosure Department may also be viewed online with the Online Civil Process and Foreclosure System. The site contains listings of properties to be offered at Sheriff's sale. Photos of these properties are posted online when available.

Inmate Accounts Department

Dr. Iris S. Lott, Inmate Accounts Supervisor, has been employed with the Sheriff's Office since 1996. In her role, she manages and oversees all financial transactions for approximately 1,600 inmate accounts at the Parish Prison. While serving in this capacity she has effectively created a manual that has been instrumental in the development and implementation of numerous policies and procedures to ensure the integrity of internal financial controls. Dr. Lott holds a Doctorate degree in Business Administration. Prior to her tenure with the Sheriff's Office, she served in management with one the largest river transportation companies on the waterways. She currently serves on the Board Of Directors for God's Outreach Ministry and in numerous leadership roles and youth mentoring.

 

Inmate Accounts
The Inmate Accounts Department is located at the East Baton Rouge Parish Prison and handles financial transactions for the approximately 1,500 inmates incarcerated there.

Cash in the possession of prisoners when they are booked, as well as subsequent receipts from family members and others are maintained in accounts on behalf of the inmates. Disbursements are made from these accounts to pay charges for medical care and other essentials provided to the inmates.

Inmates may utilize funds on deposit for the purchase of items through the prison commissary. The Inmate Accounts Department is responsible for processing these transactions and for maintaining the inventory system for the commissary.

Octave Anthaume, Tax Director, has served with the  Sheriff’s Office since 2003. He is a graduate of Southeast Louisiana University and is a licensed certified public accountant.  Prior to employment with the Sheriff’s Office, he served with various public and private corporations as Vice President of Finance, Chief Financial Officer and Comptroller. As Tax director he is responsible for the tax office which collects more than $350 million annually in property taxes for East Baton Rouge Parish. Each month, these taxes are disbursed to the various parish taxing bodies such as the School Board, Assessor, Clerk of Court, BREC, City Parish and Fire Districts. In addition the tax office collects all criminal and traffic fines for the 19th Judicial District and remits these amounts to the courts and appropriate agencies on a monthly basis.  The Tax Director reports directly to the Chief Civil Deputy and the position requires significant knowledge of ad valorem tax laws and a strong accounting background.

Tax Office
 The Tax Office collects about $350 million annually in property taxes for East Baton Rouge Parish. Each month, these taxes are disbursed to the various parish taxing bodies such as the School Board, Assessor, Clerk of Court, BREC, City/Parish, and Fire Districts.

In addition, the tax office collects all criminal and traffic fines for the 19th Judicial District, and remits these amounts to the courts and appropriate agencies on a monthly basis.
