Colonel Bobby Callender

Col. Bobby Callender serves as the Chief Criminal Deputy for the East Baton Rouge Sheriff’s Office. He has  worked with the office for a total of approximately ten years in the 70s and 80s. His law enforcement expertise comes from working in the jail, detective, uniform, felony action, armed robbery and burglary, community policing, metro and narcotics divisions. He left the office as a shift Lieutenant and took a position as the Chief Investigator at the Parish Attorney’s Office. While there he served as the Director of Gaming Enforcement, Director of Alcohol and Beverage Control and Director of Investigations.

  

Lieutenant Colonel Ralph Williams

Lt. Colonel Ralph Williams, Chief of Staff, has worked with the East Baton Rouge Sheriff’s Office for the past 21 years in various uniform patrol and detective positions. He served as supervisor in narcotics and metro divisions and as commander of the School Drug Task Force, Night Supervisors, Special Community Anti-Crime Team (SCAT) and Special Response Team (SRT). While serving with EBRSO, Williams developed and implemented the very first community-oriented policing program for the agency known as SCAT. His law enforcement expertise includes, but is not limited to, policy development and implementation, SWAT tactics, community policing, firearms training and narcotics enforcement.  Williams earned a Bachelor’s Degree in Psychology from Southern University in 1980. Upon graduation, Williams went to the NFL from which he retired in 1987 while playing for the New Orleans Saints. 

Major Ron Boucher

Major Ron Boucher, Chief of Detectives, has worked with the office since November of 1988, beginning his career assigned to Parish Prison. In his years of service he has worked in the Narcotics Division, Metro Division, General Investigations Division, and Armed Robbery and Burglary Division. He has served as the Night Supervisor, Captain in charge of General Investigations Division, and Captain of Armed Robbery and Burglary Division. 

 

 

Major Les Rainey

Major Les Rainey, Chief of Uniform Patrol, has served with the office for the past 30 years in various positions in Uniform Patrol. While serving he initiated the first use of Laser Mapping for crime scenes dealing with death investigations, and he has extensive knowledge with operations, leadership, emergency management, uniform patrol, traffic and community relations. Prior to becoming Chief of Uniform Patrol, Major Rainey served as Kleinpeter Substation Commander for 6 years. He also graduated from the Attorney General’s Command College, Louisiana Community Policing Institute and LSU Law Enforcement Institute. He served in the United States Army and Military Police. He has just successfully completed the FBI National Academy.  

 

Major Lawrence McLeary

Major Lawrence McLeary, Chief of Operations, has been with the office since 2008. He oversees the Research and Development, Fleet, Computer Operations, Grants and Homeland Security Divisions. Prior to coming on with the Sheriff’s Office, he served 29 years with the Louisiana State Police in Traffic Enforcement, Public Information, Recruiting, Training, Hiring and Investigations. He also served almost 4 years with the Chicago Police Department in the 6th District. He has a Bachelor's Degree from LSU.

 

 

Public Information Director Casey Rayborn Hicks

Casey Rayborn Hicks became the Public Information Director for the East Baton Rouge Sheriff’s Department in December of 2007. She serves as spokesperson for the office and oversees all community relations efforts, including the D.A.R.E. program, Crime Victim’s Assistance and Neighborhood Watch. In addition to community and media relations, she produces the office’s monthly newsletter, assistant produces the monthly television show and coordinates various outreach efforts. She graduated Summa Cum Laude from LSU  with a Bachelor’s Degree in Mass Communication and Journalism. She served for several years as the Public Information Officer and Multimedia Archives Director for Louisiana Secretary of State before earning her Master’s Degree from LSU in Mass Communication in Public Relations. During her time at LSU she served as Community/Faculty Partner Liaison for the Center for Community Engagement Learning and Leadership. She has also served as an adjunct professor for LSU’s Manship College of Mass Communication teaching Media and Public Relations Writing. She specializes in public relations and political communication, particularly in public information and law enforcement. She also has extensive training in crisis communication, writing and media relations. In addition to her work at the Sheriff’s Office, she serves on the Crime Stoppers board and the I CARE Advisory Board, is a member of many professional organizations including Public Relations Association of Louisiana, Women in Media, National Information Officers Association, Press Club, The Greater Baton Rouge Literacy Coalition, and others. Women in Media presented her with the Award of Excellence in Public Relations in 2009 and the Public Relations Association of Louisiana named her the 2009 Practitioner of the Year.
